I think you'll find the Tacoma/Gig Harbor area the cheapest.
I like the Gig Harbor side with Pleasurecraft Marina, Araabellas Landing Marina or Peninsula Yacht Basin. Good access to food shopping.
On the Tacoma side you will find Foss Landing Marina which is down town, which has poor access to food shopping. Chinook Landing is nice access to Brown's Point and shopping. Days Island Yach Harbor and Narrows are both on the narrows with excellant shopping in University Place and closer.
Downtown Seattle will be more expensive but there are about 25 or more marinas and you will be able to bicycle everywhere.
