can i buy a houseboat and get free electricty? in other words, can i get electricity on my houseboat and not get billed for it?

To moor it at a dock with electrical service would be about $3000/yr. Electricity would usually be included in that price.
You could also set up solar panels or a wind turbine and hook that up to a battery bank with charger, inverter and controls. That would cost you about $7000. After that, you'd have 'free' electricity.

you might could find a slip to rent where electricity is included in the rent. thereby getting electricity and not getting billed for it, but paying for it nonetheless.0% 0 Votes - Why buy the boat if you're going to be trying to get free electricity? If money is that tight then boating is not the answer.

Simplest answer is no....sorry electric isn't free. There are a lot of unkowns in your question, but I can tell you that the electric on houseboats very a good deal, but are $250 to $450 a month in winter.29% 2 Votes - I would use a generator whenever I needed electricity.
