In 2 Fast 2 Furious, what is that thing the police used to catch Brian at the beginning?

They shot something into his car and it shut down all the electronics. They also did it during his run to the boatyard to find the Ferrari. Please add a link.

The gun is a fictional. It's a electronic disabling device which is fired/delivered via a harpoon. If anything, law enforcement agencies are looking more towards HPEMS type technology, therefore, using high power microwaves to kill a car's electronic.
